McConnell secures nearly $1.7 billion in federal funds for Kentucky defense projects

U.S. Senator Mitch McConnell (R-KY), Chairman of the Senate Appropriations Defense Subcommittee, announced that he has secured nearly $1.7 billion in federal funding through the FY 2026 Defense Appropriations bill for defense projects across Kentucky. The legislation, which now awaits President Trump’s signature, aims to strengthen the state’s defense industrial base and support research and infrastructure at institutions such as the University of Louisville, University of Kentucky, Ft. Knox, and Blue Grass Army Depot.

Senator McConnell, who is Kentucky’s longest-serving senator and has played a major role in Senate leadership according to his official biography, was instrumental in shaping this legislation. He stated, “Hard power is the cornerstone of U.S. national security – securing federal funding for Kentucky’s defense priorities is essential to keeping our nation safe and our commitments credible. And investing accordingly is among the core responsibilities of the Congress. I’m proud that the Senate has upheld that responsibility by passing the defense appropriations bill, ensuring Kentucky continues to contribute to our national defense and deterrence.”

The bill allocates funds for several university-led initiatives:

– $20 million will go toward advanced materials and additive manufacturing development with the Army at the University of Kentucky.
– $9 million will support submarine stealth technology research at the same institution.

University of Kentucky President Eli Capilouto said, “We extend our deepest gratitude to Senator Mitch McConnell for his ongoing support of research collaborations that continue to drive innovation and prepare a highly skilled workforce here in Kentucky. These investments highlight the value of collaborative research that brings together universities, federal laboratories and industry to solve complex engineering and manufacturing challenges. Through partnerships with the U.S. Army and U.S. Navy, UK researchers are advancing materials science, automation and monitoring technologies that strengthen domestic capabilities and expand hands-on training opportunities for students and researchers.”

Additional allocations include:

– $16 million for new Defense Innovation Unit OnRamp gateways at University of Louisville (UofL).
– $2.5 million for warfighter health research at UofL.
– $12 million for cyber workforce training in partnership with UofL.

University of Louisville President Gerry Bradley commented, “We are very thankful for Senator McConnell’s support to create the Kentucky Defense Innovation Unit OnRamp Hub at the University of Louisville, as well as the continued support of our Veterans Cyber Initiative. These federal investments will significantly expand the university’s ability to support our nation. As the operator of OnRamp Hub: Kentucky, the University is building a unified defense innovation network across the state and speeding up the development of advanced solutions critical to national security.”

Nearly $1 billion will be invested in modernizing infrastructure at Blue Grass Army Depot (BGAD), including:

– $903 million for expanding energetics materials manufacturing capacity.
– $59.96 million for resiliency improvements.
– Funding for new water lines, surveillance research efforts, gas lines at Ft. Knox ($8 million), railhead upgrades ($2.5 million), protection against closure for Fort Knox’s museum, and equipment purchases.

Madison County Judge/Executive Reagan Taylor stated, “Throughout his career, Senator McConnell has recognized the profound economic impact that Blue Grass Army Depot has in Madison County and its important contribution to our national defense… I appreciate Senator McConnell’s sustained focus and working alongside us on job replacement at Blue Grass Army Depot and am grateful for this investment in the Depot and Madison County’s shared future.”

Knox Regional Development Alliance CEO Lance O’Bryan added: “Senator McConnell’s unwavering support for Fort Knox cannot be overstated. From these critical infrastructure investments that elevate the installation’s military readiness… we cannot say enough about his commitment to our installation, our national defense and to our regional economy.”

Other significant provisions include:

– Over $130 million supporting submarine shipbuilding facilities in Louisville.
– Funding replacing machinery used by Navy gun production.
– Procurement funds for weapon systems produced locally.
– Investments supporting next-generation vehicle armor development.
– Research into drone technology maintenance performed in Southeastern Kentucky.

McConnell’s work aligns with his longstanding emphasis on strengthening national security through robust defense spending—a theme reflected throughout his tenure as detailed on his official website. He has led efforts within Senate leadership since 2006—including service as Majority Leader—and championed an internationalist foreign policy focused on strong alliances.
