Gov. Beshear announces $3M funding for railroad safety improvements across Kentucky

Gov. Andy Beshear has announced nearly $3 million in grants for railroad safety and infrastructure improvements across Kentucky. The funds will support nine projects aimed at enhancing industrial access and railway infrastructure in seven counties. These initiatives include rail line expansion, access road construction, and upgrades to signals and lighting at public crossings, all intended to improve safety and stimulate economic growth.

“In our New Kentucky Home, we’re building a transportation system that works for families, businesses and communities,” said Gov. Beshear. “These investments focus on vital railway safety and connectivity upgrades that will help keep everyone safe while continuing to boost Kentucky’s booming economy.”

The grants are distributed through two programs managed by the Kentucky Transportation Cabinet: the Kentucky Rail Crossing Improvement (KRCI) program and the Kentucky Industrial Access and Safety Improvements (KIASI) program. KRCI covers up to 80% of eligible project costs for improving safety at public rail crossings, while KIASI provides 50% matching funds for projects enhancing rail connectivity and supporting economic development.

Transportation Secretary Jim Gray emphasized the importance of reliable rail infrastructure: “Reliable rail infrastructure keeps people moving and commerce flowing. These investments provide peace of mind, enhance economic activity and improve safety for all Kentuckians.”

Two KIASI projects will receive nearly $1.4 million to rehabilitate tracks in Jefferson County and pave areas for storage at the Owensboro Riverport Authority. The Owensboro Riverport received $1.12 million for constructing an access road and additional storage space.

“Through the leadership of our Governor and legislators, this KIASI Grant program is helping ports and industries statewide expand rail capacity for current and future growth,” said Brian Wright, President and CEO of the Owensboro Riverport Authority.

KRCI grants totaling $1.6 million were awarded to Paducah & Louisville Railway, Norfolk Southern, R.J. Corman, and Bourbon County fiscal court for various improvements in Central and Western Kentucky.

Tom Greene, President & CEO of Paducah & Louisville Railway, said: “These upgrades will not only help protect motorists and rail crews but also strengthen the infrastructure that supports Kentucky’s economy – improving efficiency for freight movement, reducing delays, and strengthening Kentucky’s connection to national and global markets.”

The grant announcements are part of Team Kentucky’s ongoing commitment to enhancing rail safety through three grant programs. Since taking office, Gov. Beshear’s administration has allocated $10.2 million in KRCI funds and $13.6 million in KIASI funds.
