FOIA Request to University of Kentucky regarding public university FY 2024 employee salaries on December 5, 2025.

The Bluegrass Times has submitted a Freedom of Information Act (FOIA) request to the University of Kentucky seeking detailed records of employee compensation for all individuals employed by the university during Fiscal Year 2024. This request was made under the Kentucky Open Records Act § 61.872 et seq., and it specifically asks for these records in an electronic format.

The request aims to obtain comprehensive data on employee compensation, including but not limited to: fiscal year, employee name, gender, age or year of birth (if not exempt), date of birth (if not exempt or limited to month/year), employer name, title or position, department, hire date, compensation amount (base pay and any additional pay), compensation type (e.g., salary, hourly, stipend, bonus), and employment type (full-time or part-time). The Bluegrass Times has acknowledged that some fields may not be present in every record and has requested that all responsive records be produced regardless of completeness. In cases where portions of a record are deemed exempt from disclosure, they have asked for non-exempt portions to be released in redacted form rather than withheld entirely.

The media organization emphasizes its role in gathering and reporting news as a fundamental aspect of holding public institutions accountable and ensuring transparency. They have also requested a fee waiver for this FOIA request due to their status as a media entity. The requestor is affiliated with The Coalition Opposing Governmental Secrecy, which assists media companies and advocacy groups in investigating governmental agencies through Freedom of Information laws.
